Critics deride the lack of enforcement capacity in the international human rights regime as evidence that it is ineffective or inconsequential. Such criticisms highlight an important problem, but tend to ignore the more diffuse, indirect effects of the regime. These include the status of human rights as the de facto standard of legitimacy for governmental conduct; violators often suffer economically, politically, and diplomatically for their poor performance.
