The class of "no technical solution problems" hasmembers. My thesis is that the "population problem," asconventionally conceived, is a member of this class. How it isconventionally conceived needs some comment. It is fair to saythat most people who anguish over the population problem aretrying to find a way to avoid the evils of overpopulation withoutrelinquishing any of the privileges they now enjoy. They thinkthat farming the seas or developing new strains of wheat willsolve the problem -- technologically. I try to show here that thesolution they seek cannot be found. The population problem cannotbe solved in a technical way, any more than can the problem ofwinning the game of tick-tack-toe.

Thus, while advocating falsifiability as the criterion of demarcationfor science, Popper explicitly allows for the fact that in practice asingle conflicting or counter-instance is never sufficientmethodologically to falsify a theory, and that scientific theories areoften retained even though much of the available evidence conflictswith them, or is anomalous with respect to them. Scientific theoriesmay, and do, arise genetically in many different ways, and the mannerin which a particular scientist comes to formulate a particular theorymay be of biographical interest, but it is of no consequence as far asthe philosophy of science is concerned. Science, inPopper’s view, starts with problems rather than withobservations—it is, indeed, precisely in the context ofgrappling with a problem that the scientist makes observations in thefirst instance: his observations are selectively designed to test theextent to which a given theory functions as a satisfactory solution toa given problem.

In our day (though not in earlier times) technical solutionsare always welcome. Because of previous failures in prophecy, ittakes courage to assert that a desired technical solution is notpossible. Wiesner and York exhibited this courage; publishing ina science journal, they insisted that the solution to the problemwas not to be found in the natural sciences. They cautiouslyqualified their statement with the phrase, "It is ourconsidered professional judgment...." Whether they wereright or not is not the concern of the present article. Rather,the concern here is with the important concept of a class ofhuman problems which can be called "no technical solutionproblems," and more specifically, with the identificationand discussion of one of these.
